I'm confident that 18 is right. I think Undertoad counted Bruce's '8' and '11' twice.

If the picture was cropped so the triangle's points touched the edges, you could get to 20.

No, it was floating, not near the edges, and leaning to the right 38 degrees.

Very simple, rearrange the 9 cards into a 3 x 3 array where all touching edges match. Each card can be turned 90, 180, or 270.
You might have to print and cut them out because it's harder than it should be. ;)
