Can't do that, the lower 48 has 4 time zones. The Sun would be straight up at noon in only one spot in each time zone.
So the referendum would have to be written differently, or create a bunch of new time zones which I don't think is a viable idea.
You and I know what you wrote means in spirit, most people would, but somebody with money and a lawyer could hammer that amendment to death in the courts.
It's pretty fucked up the way the time zones are laid out anyway.
