I agree with Radar and was confused by those aspects of the movie. I was so pleased by the first 3/4ths of it or so as they explored each of the usual blames for gun violence and found examples to show that those reasons were not really valid. Gun ownership was explored and it was pointed out that citizens of other countries own just as many guns and they are just as readily available, but this refuted reason was still used in the end to advocate gun restrictions. I don't understand why Moore did this.
Personally, I really do agree with the whole "false fear" culture detailed in the movie and I think because of it our country is a lot worse off in many more ways than the gun violence that is spawned by it.
