... which is the simplistic answer. Realities are far more complex and quite obsure. Yes, anyone can see dead bodies. That says people are dying. But again from the lessons of history - responsibility lies first with the regional powers. More commonly known as the African Union whose militaries spend something like $20billlion annually on military expenditures and are suppose to have about 100 divisions at their disposal. The African Union local command HQ is suppose to be in Addis Ababa in Ethiopia. So what is the African Union doing about Darfur?

Yes there are massacres ongoing in Darfur. And yes, the Sudanese government is obviously complicit. But as demonstrated in places like Kosovo, first the regional powers take responsibility and must first fail to do the job. The alternative is an African Union that never learns, is never tested, and never solves regional problem.

First and foremost on the list of blame should have been criticism of the African Union. The fact that the African Union (AUF) nor is advisory panel of experienced experts (African Chiefs of Defense Staff) was not even mentioned suggests some are chock full of opinions about the UN before learning details on what is really happening.

America also has a serious problem. If one did not even know of he African Union, then how could one really understand what is happening in Darfur? One could say the UN is not kicking African Union ass. But that assumes one even knows what the African Union is.

Try, try again from The Economist of 11 July 2002.
