Actually, the aim of hate crimes, which can of course be perverted by implementation and enforcement, is to punish intimidation and threats. A hate crime is more than a crime against an individual; it is a threat to their community. Swastikas on a synogogue is more than vandalism, and a burning cross on a lawn is more than littering.
