Joquarky and Russotto, what the hell are you talking about? What does the Patriot Act have to do with civil disobedience?

Here's <B>a rather negative and thorough critique of the Patriot Act</B>, and even there I can't find any way of construing it as an attempt to crack down on civil disobedience, or even how it could be misused that way.
