When I visited Winnipeg (also in the summer... we were there on July 1 and observed the quaint custom of everybody closing down, instead of have sales as in the US on July 4
) I saw that in the downtown area they have a network of walkways and underground plazas to minimize the amount of time you actually have to spend outdoors in winter.
