You may want to get the Ultimate Boot CD for Windows, http://www.ubcd4win.com.

Make a bootable CD from this. Boot your PC. Find the file and erase it using the utilities there.

With that method, you're nearly sure to erase the file, since Windows won't be hijacking it.
