If you are an agile rider (read keep your skinny ass off the seat and steer your bike) then you can do a lot of off roading w/ a tour bike)

Keep your pannier weight down and balance front and rear. I have no idea what is on the market these days for equipment, but I have some 20 year wheels, trek sold them as titans, I think.
