Well, my primary conclusion, bolstered by other posts he's made, is that Hippikos has no credibility.
I don't really have anything to offer regarding the actual content of the article, except to say that we already knew this war was a clusterfuck and I expect more evidence of severe mishandling will continue to come out over time.
