Negative. There are no restrictions as to what path the pitcher's arm takes associated with the delivery of the ball to the batter. Pages of rules about his feet and hands, but not about his arm. Have you never seen Dennis Eckersley or Dan Quisenberry pitch? Underhand? Underground practically.
