You do what is right.
As for premeditated murder and the criminally insane, you house them, learn from them, don't torture them, but don't make them "comfortable".
I have no problem with working them without the facility and it's upkeep, but never anything that takes jobs away from citizens.
Never allow them contact with the outside world other than family, no press, no books, no sales of art or stories of any kind, no money, no citizenship. Just life in prison until they die.
I do not think they should be made physically uncomfortable or unhealthy in any way, their should be heat and air conditioning and decent healthy food, occasional exercise, things like that.
But, limited contact with others, other than other criminals, and then only other murderers.
No education, there is no need, limited television and reading are ok, I see no issue with it, no telephone, no mail.
