That must have been some major distance ... it's VERY hard to decapitate oneself from a fall (even suicides from extremely high places land with all their parts attached ... fucked up, certainly, but attached). There had to be something else that the body hit on the way down, severing the head which ended up on the fence.
(you sure this isn't sequellae from a Jamaican drug war and the head's on the fence as a little warning?)
You know how this question may finally be resolved? This would make a GREAT episode of CSI, don't you think?
