On the Adobe.com site, you have the option of downloading trials of what appear to be full versions of their software, which expire in 30 days if you decide not to purchase. I don't think they are limited; they just stop working after a month.
Nothing weird seems to have happened to the JPEG I saved out of Elements, although I didn't look at it that closely, or try to use it in a layout or web program or anything.
If it is a full version as it seems, I don't see why your plugins wouldn't work with it...try it out and let us know what happens!
