No wait, we can't legalize drugs, we just can't, it's unamerican.
That would allow the drones to think for themselves. That would be sooo bad, because that might lead to people deciding for themselves and then (horrors) having to take responsibility for their decisions.
Nope, no way, can't do that, the people can't be trusted to act in their own best interest... the government must protect them from themselves.
