If an adjacent car can observe the wheel bouncing, then you have no alternative but to fix it ASAP. A bouncing wheel not only wears tires quickly. It causes a significant loss of control, braking abilities, and other bad things that only become obvious when you most need to manuever or stop.

Bouncing wheel may indicate something worse than just a bad shock. Or could be something simple such as a missing bolt holding one shock attached to that wheel.
