When Prohibition ended, they had all these "revenuers" with nothing to do. Since they couldn't allow a precedent setting reduction, of any government agency, they made pot illegal to keep them busy. After all, marijuana was only used by those darkies, harlots, and musicians, so they wouldn't be bothering upstanding citizens.
