Congress is evolving into some Byzantine creature that acts against the good of the nation in general. Filibusters and bi-partisan bickering keep it in a state of inertia. It is most effective as a cash cow for its members. I suppose it will change around the time of the fall of the American empire. Right now it has some entertainment value, but fails badly as an instrument of government.
