Ah ha! Those are the covers they put on the eyes post-surgery, and now they've been pulled down and are dangling by the bottom piece of tape.
3 million people over 20 years is still 411 surgeries a day, 365 days a year. That's kind of nuts. Surely he means "the assembly-line approach" has restored sight to that many people, and not himself personally.
