This is the issue for me--little girls shouldn't be in two-piece swimsuits at all, in my opinion. One major reason being, since they
don't have boobs to hold it in place, the top very frequently rides up and/or comes off entirely. I imagine, actually, that a padded top would stay in place better than the skinny strip of fabric that passes for a flat-chested two-piece swimsuit, and thus might in some ways be seen as more modest. But no, in my world getting to wear a two-piece swimsuit is a rite of passage that comes only after boobs arrive on the scene.
