Spex , in the kit for the toilet ( all the bolts , washers , nuts , caps , etc,,,) there are a few plastic flat washers ( they may be clear )
put the bolts thru the flange ,
slide the flat washers Over the bolts , this Should hold them in place
I guess you Could use rubber bands , that Might work
