They're pretty specialized pieces of equipment that not many departments have. And with budget cuts in departments across the nation, many who would like such goodies simply have to make due without. Much of our equipment is very expensive, and outfitting a department with decently recent-dated gear adds up. So things like these masks, thermal cameras, newer ventilation saws, etc. don't make it on the list. These are great because they are designed for the long snout of a pet, unlike our normal oxygen masks which are designed for human faces and can't provide a seal on the pet's face.
