Certainly sounds like there were problems other than just minimal contact with the outside ... mom was nonverbal to begin with. I'm not a big wizard on child development, but interaction with Dad, as well as observation of two human adults should have gotten the rudiments of human behavior such as walking erect and speaking working to some degree, even if at a lower level of development. Even hearing children of deaf parents manage language acquisition.
Anyway, the real problem here was clearly that Dad didn't slaughter a sheep upon each birth and they were lacking a sacred family snake (that's in the follow up article).
