All those are good points, Chris, but a person such as you describe has a snow ball's chance in hell of getting elected.
Campaign financing needs to be completely over-hauled. Each candidate should have access to a national, non-partisen fund from which he could draw $100,000 or whatever to spend on his campaign. This amount should be the same for everyone and anyone caught accepting money from other sources would go to jail. And all lobbyists should be summarily executed at sunrise.
This might actually allow one or two people with integrity to sneak into office.
