Looking over that photo again I noticed something:
They have a blasting cap in *each* explosive block. I think that really they only need to set off one block, and the shockwave will be enough to set off the rest.
You know, a sixer of beer and a couple of sub sandwiches could be smuggled into a football game wearing one of those vests....
