I've helped cater a number of High Teas in the past ... we typically had three savory sandwiches, some sort of savory open-face hors d'oeuvre, possibly a tiny portion of a cream soup, and then went wild with the sweets - tarts, cakes, etc.

If by portions you mean courses/types of sandwiches/cakes, I'd say you're in the right ballpark.

Offer plenty of choice in the teas - a black, a green, and a flavored/herbal. Also coffee and cold drinks. The idea is that it's a late afternoon 'snack' that will last you until a late evening dinner. Simpler 'tea' offers a sandwich or two and a cake, with a beverage ... 'High Tea' offers more savory options and a wider selection of sweets.
