I think the hospitals in your area are jaded (as well they should be, they get more than their fair share of non-paying customers.) I've never been asked for payment before treatment, and in one case I was desperately
trying to give them my insurance information and they said they didn't want it, didn't have time to deal with it, they'd mail me an automated bill and I could deal with it then.
