Actually it says something about 'dear ____-dog friend mister', translating directly.
Some sort of.. letter to... someone with a dog? Maybe something about a lost dog, i think. Or maybe just something about picking up their shit. I see something about 'dog-out-door' with a question mark, but I don't know an apparently important character in the first sentence. I can read... 'dear'-(something)-'dog'-'friend'-'mister' (or 'husband'), but then it's ripped.

complete, word-for-word dump:

dear something dog friend mister (rip) please take(?) your love dog go(?) (rip) me something door go something ? something heart (posessive character) (rip) you. (name)

...or something like that.
hah.
