It's a technique he developed riding for Indian in the 1920's. On high speed straight runs balance isn't a big problem, wind resistance and keeping it straight is the focus.
After Indian scaled back, Harley said they would sponsor him but then reneged, which pissed him off. He talked the bikes owner(son of Vincent) to loan him that bike to break Harley's streamliner speed record of eleven years.
Taking off his leathers gained him one more mph.
