For the Band of Holes...
If you use Google Earth (13 42'20.50"S - 75 52'24:73"W) to chase up hill to the end,
there is a cul-de-sac that looks as though it could be an area of springs.

I'll suggest the "Band of Holes" is simply a different form of ancient "pipeline"
to bring water down from a source spring.
If so, maybe the spring(s) were special for some reason:
(sacred, magic, nitrates for fertilizer, or just a year-around water supply, ???)

The holes could behave like simple pots with water moving from one to another.
Maybe even with some manual help to go a short ways uphill.
