I grew up in the Harrisburg area, and let me just say it is now a dying city. Recently it made news declaring bankruptcy. The last few times I've driven around it were just depressing.

HU is in the nicest couple of blocks in town... so if you don't want him to go there, get back on I-83 by driving up Market St and turn right on 13th. It's not that it's unsafe or even particularly ghetto, but what you find is a sad form of cheap, hardly-maintained city housing, plain uninspiring grey architecture and abandoned lots.

Middle-of-nowhere colleges might be a better choice just because they know they're in the middle of nowhere and have to produce their own culture.
