Neither. As I recall it bonds with the stink molecules and changes their shape so they change how they smell. I actually am marginally associated with a controller for dispensing this stuff. I had it all explained to me a long while ago. I need to get a refresher course from them.

I don't believe it's a numbing agent exactly but yes some of the home sprays have the same or similar stuff in them.
