It has a very low population, but open borders. Is it not an attractive place for most others, or are there space travel restrictions (ie, all settlements in this system are of similar levels of population, and the teeming masses are all back at Sol)?
Limited space is a factor, but if it were attractive enough, people would still try to crowd in.
