In many parts of the world the people get the water they need to survive from melting winter snow pack and glaciers high on
the mountains. But some mountains like in South America and the Himalayas have a dry side that never see enough winter
moisture to sustain the villages through the summer.
Voilà, Stupas, home made glaciers.

They were built last winter by piping water from glaciers and streams high up in the mountains, and allowing the water to freeze in the cold winter nights. An underground pipe brings water from high up the mountains, usually 60 meters or more, to lower altitude where it is allowed to spray out into the freezing winter air by the pressure of gravity alone. In America some scumbag with money would find a way to seize control and bleed the peasants for the water they need.
