SonofV chose Rorschach from Watchmen. Strictly speaking Watchmen isn't an anime, but who's counting? He drew inspiration from a variety of sources in the years to come, and he had a lot of company in that approach.
Not sure who the cutie in yellow is, but the green guy is almost certainly from Halo, a video game, a rich source of ideas to come. You'll see him again.

I'd say the woman in yellow is the original Silk Spectre, Sally Juspeczyk ( Sally Jupiter), also a Watchmen character
