For 2016, the penalty for going without insurance is just $57.90 a month if your annual salary is $27,800 or lower. $40K a year gets you $83.30 a month, $60K a year is $125 a month.
The system is fucked, and I'm not saying he can afford the actual insurance. But he could afford the penalty, meaning Obamacare wasn't the thing that fucked him.
