He's just being protective. Some of the neighborhood aren't as safe as others, like anywhere else in the country. I'm a bit naive too. And being very tiny doesn't exactly scream "stay away from me." I was very sheltered and was chauffeured a larger part of my life. Only the last few years that I started driving myself. Even then, I prefer my sister to drive or anyone else other than myself. I am horrible with directions and am not a very good driver. The roads here are narrow, curvy, and lots of up and down. It's a bit scary for me to drive. He gave me a car, and I use it to drive myself to his work place. He is as comfortable as I am, and right now, I'm not too comfortable driving myself around in a strange city. He expresses his concerns, but I've never felt him to be restrictive.
