I don't know, Kuwait and Qatar seem safe and they are undeniably well off. It may have to do with location though.

Kuwait is more like a mini-SA. Some nice places, some not so nice. And it is much bigger than Dubai or Qatar. Most places in Dubai are very nice and modern.

Dubai has 4 of the tallest 30 buildings in the world, and the oldest is only 8 years old.
