I'm sorry. The cop was a dick. No two ways about it. There was no need for the ticket.

The purpose of tickets is allegedly to prevent future similar misbehaviors by the process of negative reinforcement of said behavior. How often is this woman going to be pregnant and need to get to the hospital in a hurry in the breakdown lane?

The cop probably has a little dick, and since he couldn't use his gun as a penis replacement in that situation, he used his pen.
