Not sure what the point was, I guess there's a lot of them.

After any major war, it is commonplace for the victorious to set up temporary or permanent displays having to do with that victory. Since the heads of foreign soldiers would have been considered "a bit much" for an increasing proportion of urbanites, a giant stack of their helmets seems a logical replacement. Helmets make an excellent post-war display because they are very often highly emblematic in their country of origin; boots were too valuable to display like this, uniforms too likely to be torn and bloody (health hazard) and even after WWI we already knew putting major weaponry on public display was a bad, bad plan. Kinda wonder how many of these had their pointy bits broken off for souvenirs (or shivs) before the display was dismantled...
