Not a car type car, no provision for luxurious amenities like seats, but a self propelled vehicle car type car.
OK, a damn cart but self propelled... and history’s first programmable device.

I suspect this was designed to carry loads of stuff up a slope, maybe out of a mineshaft or up the ramp of a ship. Then, on the way back down to get another load, the spring would wind itself for the next trip up.
Notice there are no brakes.

Likely it was designed to please a rich patron who were always looking to impress guests and one-up their peers. They're not sure one was actually built in his lifetime, although ones built later worked as promised.
