She's only guessing that 143 might mean "I love you." And "up chocolate way" was a joke, it means nothing. It was just a funny group of words that had the right number of letters.

I = 1 letter
L-O-V-E = 4 letters
Y-O-U = 3 letters

BigV has used 143 for years as saying I Love You.
