a rock covered in seaweed/moss and other marine life.

It's water running down/dripping off something.

Heavily pitted glass fragments found at the beach.

closest, but wrong. not a rock. good guess.
well, yes, there's water. it's actually moving upward, not downward.

It's a green anemone, stranded in a pool at low tide. I smooshed it with my fingers and it squirted water everywhere.
