From the wear pattern on the lower 'tool' (for lack of a better word) they're used to get something, like lard, grease, or ice cream, out of something else, like a can or jar.
Whatever they contact, it's not a staining substance, as these have been used regularly for over 50 years, and are not particularly stained. |

They are obviously filthy, therefore nothing to do with food. Possibly used on asses as an attitude adjuster but that is an off label use.
