She just told me that "it's not a secret" but at the same time she's only told 6 people. And there was ample opportunity for it to come up at the 4th of July where there were about 20 family members and skin cancer was actually a topic of conversation.

I figure she'll just tell people as she sees them and it's obvious she has a healing wound on her forehead.

Emotionally, there's a difference between pre- and post-surgery. If it were me, I'd hate to have to tell people about it while surgery was still in the future, because they're going to worry, and wonder if it will go well, and want to talk about it when in fact there's nothing that can be done. Much easier to tell people, "Oh, this? Yeah, I had surgery for a melanoma (or whatever.) It's all going to be fine though," once there is some evidence that it is actually all going to be fine.
