Knowing from a ton of copyright research I did a few years ago after I got threatened by someone (for parody - it was a ridiculous claim, my response said so, and I never heard from her or her lawyer again), those pictures are OK in the sense of him copyrighting them. What may be fuzzy (I don't recall) is his right to distribute modified copies of the originals. Copyright law is a mess. I don't feel like researching. But yes, he can copyright his derivations.

If you mean the work was parody/satire, that's protected by law.
