It took a bit of finding, but I see it's in Pacific Co., Washington. At first I wasn't sure if two locations were being signposted because there's a town called Slough a few miles west of London and I wondered if it was another one of our exports. Although I hesitate to state this with certainty, I suspect that many people in the UK are unaware that slough means an area of bog or marsh. Slough (the town), to be brutally frank, is a bit of an urban horror and is best known for the huge trading estate built there from 1920 on. The expression 'Slough of despond' fits it perfectly.
