They said on TV, Phelps had a permit for a particular intersection, and they just filled up those 4 corners with flag wavers. Not just along the curb, they filled the whole damn corner lots. Evidently the permit allows Phelps to demonstrate but doesn't reserve the property exclusively.

No, vehicle damage is not permitted. However, towing out to Clifton Clowers' salvage up on Wolverton Mountain, with the razor wire and frothing dogs, is ok. ;)
