The turtle's shell consists of these what they call "scutes", which shed away one piece at a time.

Totally normal, it's like a snake shedding, except that the turtle doesn't need to shed everything at once. Once the scutes come loose, it means the shell underneath is hardened and ready to protect. This one was partly green only because algae grew on it.

The original is very low rez and this is blown up considerably, but I think it might be from a famous painting.
