Canada's population is 33 Million (texas) and Indonesia's population is 234 million (louisiana)

It could be a pictograph, with the surface area of the states representing a static value of some quality of the country in question;
...or it could be that a relationship between some quality of the country and some quality of the state is being represented.

Interesting thought. The Dominican Republic and Belgium are both in New england and are the same size. I would assume that Belgium would be much larger then, but maybe the Dominican Republic has a large agriculture industry?
